
A Leader Rooted in Community, Committed to Progress Leonard Proctor also known as Lenny is a candidate for the Charles County Commissioner District 2, driven by a deep commitment to service and a clear vision for our future. Born and raised in Maryland, Member of the Piscataway Tribe, his journey exemplifies the values of resilience, dedication, and community that he will bring to Charles County.
· From Military Service to Community Leadership: Lenny's story begins with service. Though his journey at Lackey High School wasn't completed by traditional means, he went on to enlist in the Maryland National Guard Co. D 121st Engineer BN in Laplata Md. as a Heavy Equipment Repairman in a Combat Engineer Unit, earning the Governor's Citation for his demonstration of high integrity and ability mandating great trust and respect and dedication for “ABOVE AND BEYOND THE CALL OF DUTY” He then transitioned to active duty, serving with distinction in the US 82nd Airborne Div. “782 MSB” at Fort Bragg.
Lenny's commitment extends beyond the battlefield. As Chair of the Charles County Democratic Central Committee, he broke new ground by uniting all five counties in Southern Maryland District 5, Calvert, Charles, Anne Arundel, Prince George’s, and Saint Mary’s County for the first time, driving record-breaking fundraising and fostering collaboration. He actively serves in numerous organizations, including the Ageing Committee in Charles County, the Moose Lodge#1709, the Bee Hive Masonic Lodge #66, Lifetime membership with American Legion Post #170 and Lifetime membership with DAV (Disabled Veterans ) Chapter 36, OOIDA known as (owner operator, independent driver, association)and the Southern Maryland Realtors / GCAAR (Greater Capitol Area Association of Realtors)

Most importantly, as a lifelong Marylander, he is deeply invested in the future of our state and nation.
