Leonard “Lenny” Proctor is a veteran and community leader running for Charles County Commissioner District 2 to bring accountable, transparent, and results-driven leadership to county government.

Lenny’s commitment to service began in the military, where he learned the importance of responsibility, discipline, and leadership under pressure. That foundation continues to shape his approach to public service and decision-making today.

Through his community work, Lenny has seen how county decisions affect public safety, infrastructure, economic opportunity, and quality of life. He believes leadership must be measured by outcomes, not promises, and that residents deserve clear communication, responsible planning, and accountability.
