A Leader Rooted in Community, Committed to Progress

Leonard “Lenny” Proctor is a candidate for Charles County Commissioner, District 2, grounded in service and driven by a passion for progress. A proud Maryland native and member of the Piscataway Tribe, Lenny’s life reflects the values of resilience, integrity, and dedication to community that define Southern Maryland’s spirit.


From Military Service to Community Leadership

Lenny’s commitment to service began early. Though his journey at Lackey High School took a nontraditional route, he enlisted in the Maryland National Guard’s Company D, 121st Engineer Battalion (La Plata, MD), serving as a Heavy Equipment Repairman in a Combat Engineer unit. His exemplary performance earned him the Governor’s Citation for demonstrating integrity, trust, and dedication “above and beyond the call of duty.” He later joined active duty with distinction in the U.S. Army’s 82nd Airborne Division, 782nd Maintenance Support Battalion, at Fort Bragg.

Following his military service, Lenny brought that same dedication to his community. As Chair of the Charles County Democratic Central Committee, he successfully united all five Southern Maryland counties—Calvert, Charles, Anne Arundel, Prince George’s, and St. Mary’s—for the first time in the District’s history. Under his leadership, the region achieved record-breaking fundraising and unprecedented collaboration.


Lenny has served in and is serving in numerous organizations.

Beyond politics, Lenny remains an active community servant—participating in the Charles County Aging Committee, the Moose Lodge #1709, the Bee Hive Masonic Lodge #66, the American Legion Post #170, and the Disabled American Veterans (DAV) Chapter 36. He’s also a proud member of OOIDA (Owner-Operator Independent Drivers Association) and the Southern Maryland Realtors / GCAAR (Greater Capital Area Association of Realtors).

As a veteran, Lenny knows firsthand the sacrifices of service members and advocates fiercely for their well-being. As a businessman, he brings real-world experience in solving problems, stimulating local economic growth, and creating opportunity. And as a lifelong Marylander, he is deeply invested in building a future rooted in equality, sustainability, and prosperity for all.
